You can repeatedly enter and exit out of the general store if caught and place items in Boxcar's inventory, then steal them back until you have gotten the "Artful Pocketer" trophy. Next, select the Medicine skill check response, "The lifespan you're claiming is impossible, except for ghouls and super mutants." You will then get 35 XP (or 39 XP if you have the Swift Learner perk)

Though he was ultimately cut prior to the release of the game, the presence of the NPC points to the at least immediate survival of the last person heard on the audio log

Despite all of this, the experiment may be considered a success in terms of the data collected - data that was much more important to the Vault-Tec and Enclave scientists than a few hundred thousand lives, most of whom would have died anyway if not for the vaults
