NASA admit to having a moon set and shooting promotional films and photos on their moon set and they admit to having a satellite between the earth and moon capable of transmitting all the telemetry that would be coming from a space ship on the way to the moon for transmitting fake mission data for training purposes. Since traveling in space once u get past the pull of gravity requires very little fuel the moon trips will not be a lot more expensive than the Shuttle trips
