Try restarting your PC after taking ownership of the file. 2nd) How about after taking the ownership; closing the explorer window and then re-open it then try copying it again? 3rd) when modifying system files, it should be no other running apps in the background.

I installed ISO file through XP, waited for an option to get it installed in my unallocated HDD space; to my dismay Win8 installed over XP making it completely unusable?? Luckily I was saved having Win7 which is running good.. They went into the registry and while you can still set keys that would (in the developer preview) bring back the orb, etc., the keys have no effect in this release
