Does this happen even for a user who was newly created in Exchange 2007 (not migrated from E2K3)? ---------- Yes for both types I think Does the problem occur even when trying to recover deleted item from the Deleted Items folder or just other folders? --------- any folder basically I have never seen anything in the recovered deleted items since upgrading to exchange 2007. I looked at trying to configure it but I don't see why I would need to do this as I am INSIDE my local domain and do not currently use Outlook Anywhere

Recover Deleted Items for all folders with Microsoft Outlook 2010 - AppRiver
There are new changes in Deleted Item Retention with Microsoft Exchange 2010 and we will document them as soon as Microsoft releases their new Hosted version of Exchange 2010. However if your using Outlook 2010 you will not find the Recover Deleted Items button when you click on a non-mail items folder, whether you have the registry key or not
