F8 to reboot into safe mode
then I cold booted to the same thing, after much effort and a windows7 install disk i managed to get into safe mode only to be presented with the same issue. If you must boot into safe mode from a working OS, you can use the aforementioned shift+F8 combination or the Advanced Settings options in PC Settings (under General)

Asus F8 key ... over Windows 8 Safe Mode?
Basically since Asus took F8 first, you'll go into their boot device selection screen (at least on the Z77 boards we're using) then when you select the correct boot drive, you immediately have to start spamming that F8 again. So I decided to press all of the F's starting from F1 which was a short Journey because F1 seemed to do the trick for me, so try spamming F1 if F8 still doesn't work

The options available on the System Configuration window are powerful troubleshooting and diagnostic tools for discovering what is wrong with your computer

F8 does as suggested here bring up the 'Select boot device', but for me it would never go to the Advanced Boot menu after - no matter how quickly I pressed F8.
